National Capitalist Party Charter
As filed with Catawba County and the State of North Carolina. The NCP is registered with the IRS as a political party.
ARTICLE I: Name, Mission
Statement, Vision
Section 1. National Capitalist Party
As of February 12, 2008 the Organizations name shall be
National Capitalist Party, hereinafter referred to as the
Party. The Party will at times be referred to
National Capitalist Party of America when it is necessary to
distinguish it from other National Capitalist parties such as the
National Capitalist Party of Cuba (Partido Nacional Capitalista).
The promotion and advancement of National Capitalism will be
known as the National Capitalist Movement and the National
Capitalist Party a political organ of that Movement.
Section 2. Mission Statement
The Party is dedicated to the enhancement and promotion of
National Capitalism and National Capitalist political thought
through education, volunteer support, and the placing of
candidates on local, state and national ballots.
Section 3. Vision
To recognize and acknowledge special beautification projects
pertaining to gardening within the City of Newport, KY. To work
with other organizations on a local and national level who have
the same goals, agendas and oppositions. To support charitable
needs to the poor whenever it is financially possible or prudent.
To broaden the political knowledge of all Members through
education by means of literature, speakers and internal expertise.
ARTICLE II: Membership
Section 1. Membership
Membership is open to all residents of the United States of
America both to citizens and those who wish to become citizens
who are at least seventeen years of age. The Party will determine
membership dues each January. Dues are charged per person and are
submitted annually. At the founding of this Party in the year of
2008 there shall be $12.00 dues paid
annually to the Party which will cover party membership cards,
pins, postage and other printed materials.
Section 2. Record of Members
The National Secretary or Treasurer shall maintain a roster of
current Members who are entitled to vote.
Section 3. Voting
Each Member of the Party is eligible to vote either in person or
electronically.
ARTICLE III: Meeting of Members
Section 1. Meetings
The annual meetings of the Members shall be held on the third
weekend of May at a designated time and place. All meetings shall
be preceded with notice of time and place to all Members.
Section 2. Special Meetings
Special meetings of the Members may be called by the Director and
one Officer or upon request of one-fifth (1/5) of the Members
giving five days notice to all Members. This does not
include those meetings special or otherwise called by state
directors in those states which have chapters of the National
Capitalist Party.
Section 3. Quorum
A quorum for the transaction of business of the Members shall be
constituted by those present at a regular or special meeting
subsequent to notification of agenda items.
Section 4. Organization
The Director shall preside at all meetings of the Members. If the
Director is not present, then the appropriate officer in
succession in the order set forth in Article IV shall preside.
Parliamentary procedure questions or concerns shall be determined
by references to the most current edition of Roberts
Rules of Order.
ARTICLE IV: Officers
Section 1. Number
The officers of the Party shall consist of Director, Deputy
Director, National Secretary, Treasurer, Security Director, and
all State Directors.
Section 2. Election, Term and Vacancies
Nominations will be held at the annual May meeting and voted on
at that meeting by the Members present and those voting
electronically. The officers will be elected to a term of one
year taking office at the May meeting. Any vacancy will be filled
at the next annual or special meeting by election.
Section 3: Duties of Officers
The Director shall preside at all meetings, appoint all
committees, prepare agendas with prior notification to Members,
represent the Party on issues as directed by the Members, and
perform other duties as required.
The Deputy Director shall preside over meetings in the absence of
the Director, organize meeting speakers, serve on committees, and
perform other duties as required.
The National Secretary or Treasurer shall maintain a membership
roster. The Treasurer has charge of the funds of the Party, and
will be responsible of proper record keeping of all revenues and
expenses, present regular financial reports and perform other
duties as required. If the post of Treasurer is vacant then the
responsibility of such duties lies with the Director of the Party.
ARTICLE V: Finance
Section 1. Fund Raising
The Party will sponsor and conduct fund raising events for the
purpose of promoting the national capitalist movement and
achieving the goals and duties of the National Capitalist Party.
Section 2. Expenditures
Any expenditure over $500 must be voted on and approved by two
thirds of the members present or by members voting electronically.
All expenses must be for activities previously approved by the
officers of the National Capitalist Party.
ARTICLE VI: Committees
Section 1. Committees
Committees shall be formed as needed by the direction of the
Director and Party members. The membership of the committees
shall include volunteers endorsed by the Membership. The members
of the committee shall appoint a chairperson. The committee shall
report developments at meetings of the Members or monthly by mail
or electronic medium.
ARTICLE VII: Amendment of By-Laws
Section 1: Proposal and Vote of Amendment
Any proposed amendment must be presented to the Members for
review and consideration at any regular meeting. The vote on the
proposed amendment shall take place at the next regular meeting.
Any change shall be approved by at least two-thirds vote of the
Members either present or electronically by those members not
present.
ARTICLE VIII:
Section 1: Non-amendable article
The National Capitalist Party acknowledges
Gods sovereignty over political affairs, that the
government is given by God and called to His service and that
Americans especially National Capitalists are responsible to
actively participate in society and the politics that affect
society. An unchangeable article to this charter is the Party's
support of Israel and our belief that the Jews returning to their
ancient homeland is justifiable and permanent. The Party rejects
any form of anti-Semitism or Racism and hereby resolves that
neither of these will ever be a policy, tenant or belief of this
political party or National Capitalist Movement so help us God.
We forever base our political convictions on the Constitution and
the Bill of Rights of these United States of America.
